SIRA Licensing and Security Compliance in Dubai: What Businesses Need to Know

The Security Industry Regulatory Agency (SIRA) governs all private security operations in Dubai. For businesses engaging security providers — or operating their own security function — understanding the framework is essential.

SIRA Licensing and Security Compliance in Dubai: What Businesses Need to Know

Dubai's private security industry is regulated by the Security Industry Regulatory Agency (SIRA), a government body operating under the General Directorate of Residency and Foreigners Affairs. Established to professionalise the sector and protect both clients and the public, SIRA licensing is a mandatory requirement for any company providing private security services in Dubai — and increasingly, clients are held accountable for verifying that their security providers hold valid licences.

What SIRA Regulates

SIRA's regulatory remit covers the full spectrum of private security activities in Dubai: manned guarding, CVIT (cash and valuables in transit), event security, bodyguard services, alarm monitoring, and technical security systems. The agency sets minimum standards for company formation, personnel training and vetting, equipment, and operational procedures.

SIRA Licence Categories

  • Security company licence: Required to provide any security services commercially in Dubai
  • Guard licence: Individual certification required for all security personnel deployed in Dubai
  • Supervisor licence: Additional certification for personnel in supervisory roles
  • CVIT operator licence: Specific authorisation for cash and valuables in transit operations
  • Special guard licence: For armed personnel — subject to additional vetting and weapon authorisation

Why SIRA Compliance Matters for Clients

Engaging an unlicensed security provider in Dubai exposes the client to significant risk. In the event of an incident — theft, injury, or operational failure — the client's position is substantially weakened if the provider did not hold the relevant licences. Insurance claims may be invalidated, regulatory scrutiny may extend to the client organisation, and the practical remedies available are significantly reduced.

SIRA publishes a searchable register of licensed companies and individuals. Before engaging any security provider in Dubai, clients should verify the company's current licence status directly through the SIRA platform — not simply accept the provider's own assurance.

The UAE Central Bank and CVIT Compliance

For cash handling specifically, SIRA licensing is complemented by UAE Central Bank guidelines on currency management. Banks and financial institutions commissioning CVIT services must ensure their providers comply with Central Bank standards as well as SIRA requirements. This dual compliance framework means that the bar for professional CVIT operations is higher than for general security services.

SIRA licensing is the minimum, not the standard. The most professional operators hold SIRA certification as a baseline and build additional layers of compliance, insurance, and operational quality on top of it.

AML/CFT Obligations for Security Logistics Providers

Security logistics providers handling cash or precious metals in the UAE are subject to AML/CFT (Anti-Money Laundering and Combating the Financing of Terrorism) obligations under Federal Law No. 20 of 2018. This requires maintaining KYC (Know Your Customer) records on all clients, monitoring transactions for unusual patterns, and reporting suspicious activity to the UAE Financial Intelligence Unit.
